This paper examines the effect of the pollution control system in China on sulfur dioxide emissions of sulfur dioxide pollution and the transmission mechanism, based on panel results of 285 Chinese cities from 2004 to 2018. In this context, based on panel results of 285 Chinese cities from 2004 to 2018, this paper uses the quasi-experimental technique Difference in Difference (Difference in Difference), which was based on panel reports of 285 Chinese cities from 2004 to 2018. According to Mechanistic experiments, the emissions trading scheme can effectively reduce sulfur dioxide pollution by reducing government involvement, encouraging green patent development, and improving resource use efficiency, in which green utility patents have a masking effect. In old and non-old industrial base cities in industrial base zoning, the emissions trading scheme has a significant reduction of sulfur dioxide pollution. The suppression in non-old industrial base cities is greater than that in old industrial base cities.

The findings revealed that the carbon emissions trading policy has a facilitating influence on green technology innovation of China's enterprises in pilot cities; there is significant geographic variation in this area; and it is highly beneficial to enterprises' green technology advancements; and that the trading policy has had significant positive effects on green technology innovation in eastern China; however, the policy has no impact on state-owned and high-tech enterprises' green technology innovation.
